Duplex development goes to hearing

A zoning amendment related to a proposed eight unit, four duplex development on a residential property along 5th Street SE will be going to public hearing.

Salmon Arm council has given first and second reading to the amendment that would rezone the lot at 791 5th St. SE from R1 single-family residential to R4 medium-density residential.

Previously proposed for the lot was a nine-unit development which has since been pared down.

Development services director Kevin Pearson said the property is identified as high-density residential in the official community plan, and what’s being proposed is “quite a scaled down density of what’s actually supported in the OCP.” Developers Roderick and Randal Reimer emphasize this point in a letter to council.

“Our current plan proposes density well below what is envisioned in the OCP, has more parking than is required by the zoning bylaw, provides viable access and meets all zoning setback requirements,” state the Reimers.

A staff report on the development says the preliminary site plan for the development shows 16 parking spaces on the property, four more than what is required. What the site plan doesn’t show is a turnaround, recommended by the city’s fire department as well as in a traffic assessment done for the Reimers by Franklin Engineering.

Pearson said there would be a redesign of the site plan if zoning is approved or perhaps after third reading, and then the developers will be submitting a development permit application for form and character.
